Parcel Viewer and Eagle Web disclaimer: These applications provide detailed information about all property in Los Alamos county. The information is provided in visual format and in several types of tables. Both apps access our working data base (Assessor Plus). Data collection: The Assessor?s Office operates on two cycles: one year and five -years. During the year we collect data on individual properties through reviewing building permits, title changes, and sales data supplied by affidavits from purchasers of residential property. Every year we use a so-called CAMA system (Computer Assisted Mass Appraisal) to update values on every residential property in the County by applying adjustments for changes in various elements of value, derived from multi-regression analysis of sales in 29 neighborhoods during the year. The values are adjusted to the best estimate of value as of the first day of the next tax year. On a five year basis we do a more thorough assessment (revaluation) of residential properties including a physical inspection of 20% of the residential properties. Non-residential commercial properties are physically inspected and updated annually. All this data is entered into the Assessor Plus database as it comes in during the year. The ultimate goal is to produce the Notices of Value (NOV) that are mailed to property owners on or before the last day of March in the new tax year. After that day, ?rollover? occurs: the current Assessor Plus database is archived and a new database begun for the next tax year. Parcel Viewer: A home-grown app based on the County?s GIS system that starts with a map showing all the parcels in the county. Clicking on a parcel brings up links to several tables based on the Assessor Plus data base as it was archived at the time of the last rollover. This is the most accessible and intuitive app. Eagle Web: An app from Tyler, that provides data from the current Assessor Plus database. More, and more current information is available here, but the mapping is not as useful as with the Parcel Viewer. With both apps, the values will be the estimates as of the end of the last tax year, that appeared on the NOV mailed to the owner at the end of March. Other information may be as much as four years old depending on where in the two cycles the particular property is at the time of access. Caveat: It is important for the user to recognize that these apps were created to make use of data from a working database that was designed for professional appraisers ? and that may contain concepts that will not be clear to the casual user ? even experienced computer users are not necessarily aware of conventions and assumptions that are common in the appraisal world. A recent example would be the treatment of common areas in condominium properties. Our office is available to explain and assist the user.
